This is just a guess, but it may be the ExpressModem drivers are not installed. 
  That's the problem that I had on mine, anyway...

Go here:

Download  Telecom_3.1.3_1of8 and  Telecom_3.1.3_2of8 .  If you do a custom 
install of just the ExpressModem drivers, then those two images should be all 
you need.  Then reboot, and you should be good to go.

I could be wrong, though...
