[DuoList] 2400c Keyboard Problem

I bought a 2400c from Sid Barras (Hi Sid!) at the beginning of this year.

I did a clean install of OS9.1, using an external SCSI hard disk with the OS
image on that I bought of an eBay guy. Since that time, the three keys at
the bottom left of the keyboard (Control, Option and Command) have failed to
work.

I thought it might be a hardware fault, so I replaced the keyboard. Same
problem.

Anybody come across this? Do I need to load something into the vanilla OS
for the 2400c? Or could it be something else?
