Gary,  according to Apple (and my experiences), 9.1 needs at least 32mb 
real ram with VM turned up to 64mb. I just did an install on my 2300 
without a hitch. As far as your other question about the fantom 
bootings...try turning off all extensions and see if it still happens. 
Or, perhaps a clean system install will help.
