I don't understand-what aspect of "performance" was cut in half when you were connected to the internet? If no other programs were running what did you check the speed of? Anyway, I also tried using the built in modem on my 2300c and found out that 14400 is too slow for web pages. I am now using a US Robotics external modem either 33K or 56K. Both work quite well, although the 2300c is still a dog compared to this Athlon 1900+ PC running Windows!
