[G4] What's the difference between a G4 system 9 bootable and a regula r G4 X?

I'm referring to the G4 systems who are being sold with 'System 9 bootable'
mention. I thought you could always boot from system 9, by using the start
up disk preference/control panel.  What is the difference?

Are you referring to the new G4s that don't boot from 9? Or what?
