Actually, you can. Write your own CSS (cascading style sheet) file describing
how you want links to look, and install it in the Advanced tab of the
preferences. Granted, that's not quite as easy as Really Large Preferences
Dialogs With Every Option You Ever Wanted, but it's not *that* hard either
(some 10 lines of text file).

Remember, Safari is meant to be simple and "good enough" for most users.
The CSS "escape" lets experts deal with most rendering issues without
cluttering up the preferences.
