formatting larger drives

I do have a few FW enclosures that currently have smaller drives in them.  But
if I remember right, I tried reformatting one other time in the case and it
still stayed the smaller size.  Do I have to somehow reset it, obviously not a
tech term, so it knows it has wasted space somewhere on it?
