Are you sure that you installed the full app, or maybe just the 
update?  suggest you go to your original OS X installation disk and 
extract and install DVD Player from it with the shareware Pacifist 
(analogous to TomeViewer in OS 9).  THEN use the 3.1.1 updater.

Anyway, that was MY experience, and nos my DVD Player works.
