I think so, 'cause I have cloned my Mac OS 9.22 and Jaguar partition to 
another disk for installing a Panther Beta
AND updating to 10.28 from 10.2.6

It works. I did not ceate an image, but the cloning to another disk 1:1 
works fine for me on my G4 Gigabit. DP450.

BTW: Now I'm running 10.2.8 and I have no problems.
