Keychain Access Problem

Keychain access problem on os9.22

Every time I try to use my keychain on a NEW dual in OS 9.22 - it says that
it can't store info because it may be 'Read-Only' - check keychain access
control panel...

When I look at it I see NOTHING to help with this...
Under settings I even checked: allow access without warning

Get info says not locked...

Q: How do I fix this?
