The wireless driver HAS TO LOAD before the keyboard will function for start-up drive selection.
If you look at the timing, you will see that you cannot use the start-up drive selection process while you are starting your computer and are trying to select the drive to start from at the same time unless the wireless driver has ALREADY LOADED.

In other words, you can't  "take the train to Morrow today because the train to Morrow is already a mile on its way".

For making the selection of start-up drive at boot-up, have your old style keyboard handy or just use the System Preference setting and re-boot.
