Networking OS X v10.3.4 G4 AND OS 9.2.1 G3

Why can I access the Panther G4 from the OS 9.2.1 G3 but not vice-versa?  
Also can't print from the Panther G4 on an HP USB 895cxi hooked to the G3.

Filesharing and Printer Sharing doesn't seem to work from Panther to OS 
9.2.1.

In order to print something originated on the Panther G4 I have to go to the 
G3 Apple Share in Chooser, hook up to the Panther G4, copy the file I want 
to print and print it from the G3.
