G4, Installed OSX, Cubase Doesn't Recognize

I installed OSX on my G4 dual which was running on OS9.

Then I got Cubase 5.1 which is supposed to run on 9.1 and up. 

When I try to install Cubase the message says, "Classic requires 9.1 or higher."

OSX is higher, isn't it?

So why won't Cubase install?

My observation: it is AS IF the Cubase disk does not see OSX but rather it sees the original OS9.

Can anyone solve this mystery?
