[G4] Elastic Windows

Everyone:

I have an iBook that is doing a strange thing with Safari and Mail 
windows.  It retains them against the very top of the screen (but below 
the menu bar).  If I try to move them down (by click-hold-dragging the 
grey part) to a lower part of the screen, they snap back up.  If I move 
them laterally, they stay where I leave them laterally, but still snap 
up to the top again.

The only software on this machine is what came with it.

I have not yet rebooted the machine, but that would be my first attempt 
at fixing it, unless someone else has a better idea.
