Finale Note Pad worked pretty well for me under OS 9 -- and it was a free download, to boot (that was a couple of years ago). Try Googling for it, unless someone has a link to share (sorry, I don't). It's made by the mfr. of a much more sophisticated (and horrendously expensive) composition program, so it's not junk. I haven't used it in a long time, however, and removed it from my Mac before going to OS X, but I presume it might still run under Classic if you tried installing it (fingers crossed). Of course, there may be other/better music notation programs out there nowadays which work with OS X, too. Good luck!
