1) Forget M$ Windoze if that's what you mean by "OS Windows".

2) Learn about w3c.org and their html and css verification sites.

3) Learn about the iCab web browser which has a facility for reporting non-compliant, with respect to w3c standards, html code.

4) Reject anything that uses Active-X commands.

All are free except that iCab wants a donation for the most current beta.
