[G4] upgraded to 10.3 but my classic programs

Basicaly speaking, you have to install the OS9.2 either on your boot  
disc or a secondary disc.
Then use the Classic control panels in System Preferences to to get  
it going and run it.
  Photoshop will run in that mode.
