Right, although you cannot offer a PDF that the general public can fill out and re-save as a PDF. Unless you have a specific audience of people who all own Acrobat Professional. This has to do with Adobe's licensing arrangement. If it fits your needs and budget, you can purchase their server-based solution that allows the form data to be submitted electronically from Reader and collected in some kind of repository.
