[G4] finder menu bar font

hello everyone,

i have mdd 867 dp with 1gig of ram, running 10.3.9.  recently i 
obtained a 17" studio display monitor and i would like to increase 
the size of the font in the finder menu bar (and for the top the 
windows in my programs).

but i cannot find where in 10.3.9 to do this.  in system 
preferences > appearances the only item if find to do with fonts is 
about smoothing.  where else should i look or is there a different to 
make these changes?
