Not enough information. If you want to duplicate the Panther and Tiger INSTALL
DVD disks, then you can with Disk Utility, if you have a SuperDrive and can
burn to DVD (single or dual layer).

Nick Scalise, posting to another list, offers this solution WRT to Tiger disks.
It should also work for Panther disks:
