[G4] Daylight Saving Time - UNH fix incomplete for <10.3.9

Which I did for my 10.3.8 system, and then verified the changes using
zdump -v /etc/localtime | grep 2007


This does fix System Preferences/Date & Time so that it now
displays the correct time - WHILE IN THAT Prefs PANE.

HOWEVER, the Menu Bar clock still displays the earlier (incorrect)
time and file Creation and Modification dates for files created/
modified after the patch installation (and several reboots) still use
the earlier times...  E.g., a file created at 9:50 per Date & Time
shows in Get Info as having been created at 8:50.

It seems that other components need matching patches in order
to propagate the DST fix...

So it seems that for 10.3.x users the only real "fix" is still to upgrade
to 10.3.9.
