Looks like a BIOS problem. Have you checked to see if the firmware password is enabled? It is an optional install and could be deleted after setting a password, if it's not on your Mac I would suggest installing Firmware Password Utility and then launching it to see if it enabled. It is located in the Utilities folder on the install disc, just drag & drop.
