[G5] Drive Fan Blasting All The Time

I have a friend whose 1st gen dual-2ghz just started doing that. It won't
always boot, but when it does, the fans are on full-blast. Is there a way to
fix it, or is it automatic motherboard replacement? (tried zapping PRAM and
open firmware reset to no avail...)
