Correct. It appears that both systems are hosed, so the only way to fix it is to boot with the install CDs. I'd try the OS 9 disk first, then do a clean install. See <http://docs.info.apple.com/article.html?artnum=31086>. Once you're able to boot into OS 9, then do an Archive & Install, saving network settings on top of the current OS X system.
