Graphics App ¹n for interior part manipulations..?

What manner of basic graphics applications exist that provide for..:
    : reshaping interior components without affecting the perimeter; 
          ( .. as in..: for map plot adjustments)
    : 3D ok,  but 2D essential;
    : size unit information on each of the components;
    : layering that would be independent of the primary shape;
    : OS 9.x or less.
                         ....?

I would think that there ought to exist some basic app of reasonable 
price..?

Where to find reviews or comparisons if there are several available..?
