If you have a DV camera you can do this:

Connect the S-Video out from your VCR to the S-Video in on your DV 
camera.  Connect the firewire out from the DV camera to the Firewire 
in of your iBook.

Fire up the DV camera and the VCR, and then launch iMovie.  You 
should be able to stream your VCR tape directly into iMovie.
