I'm told that the Sony TRV-120's are about $250-$300ish total on eBay.
(haven't really looked myself) Not much more than a converter and
they do pass-through.

On the other hand, my Director's Cut does both NTSC and PAL
and has a few extra features. It does, however, look like
an industrial paperweight.
