Help Blacking a Tape/Time Code

dear all,

I need to prepare a short film for a festival screening. the requirements
tell me to "stripe your tape starting at 00:58:00:00," and that "all
material should be striped at 29.97 NDF."

is this something I can do using FCE or FCP and my DV camera, and if so,
how?

if it's not something that I can do at home with the above equipment, any
suggestions?
