Yes. I did exactly that this weekend on a PowerBook G3/400. Worked great.

Depends how good the scans are, but I was pleasantly surprised that 
the pictures looked better on the TV than on the computer screen.

Convert to DV using various utilities. Check versiontracker for MPEG.
