Using FCP for Broadcast NTSC

I have been asked to produce a 15 second commercial 4 TV. While I am
confident of my ability to create it I need to know a bit more about the the
delivery of my final product.
    One question I have are one do I need to run the FCP filter broadcast
safe before I export?
    After I finish my project and export to DV I need to have it transfered
to Beta?

Any other pearl of wisdom is appreciated
