Making DVDs with Toast

I noticed in the Toast manual that it can make a DVD if you have some 
program to create the table of contents (the Video_TS file). Is there a 
free or cheap program out there that will create a simple table of 
contents that can be used with Toast to create a DVD? (assuming you've 
already got the MPEG2 content).   If not, I'm wondering what the use of 
that feature is. .  .
