I cannot remember exactly what process I used to do my VCDs but I did 
use QT and Toast, so you have what you need.  I've never made an SVCD.

Cleaner would not replace Toast.  It would compress your movie to 
MPEG1 more efficiently than anything, thus giving you the best 
looking MPEG1 you can get for toast to work with.
