I have the file "Toast Video CD Support.qtx" in /Library/QuickTime (not  
~/Library)

I also have a "Toast Video CD Export" package in  
Applications/iMovie.app/Contents/Plug-ins (says Toast Video CD Export  
version 1.5).

I don't have a ~Library/iMovie folder (it may be a remnant of past  
iMovie versions).

Try going to

toast_top_support_notes.html#TIPS> and read the sections on "Tips for  
Working with Toast updates" and "If you are experiencing problems with  
the Video CD components after updating". The latter has instructions on  
how to get the right components in the proper place.
