It may be referring to commercially-pressed VCDs. In order to play homeburned anything, the DVD player must have a 2nd laser than can read the dye change of homeburned discs rather than the pits of commercial discs. As a rule of thumb, if your DVD player can play homeburned audio CDs, it should be able to play homeburned video CDs.
