A pretty good scanner I got recently is the Epson 2450. I got it because it can scan up to 4 x 5-inch negatives. While just about any scanner will scan an 8 x 10 acceptably for video, I mention this Epson because you asked for a reasonably-priced high-quality scanner. Unfortunately, it has been discontinued and I'm not sure what the replacement it. The 2450 was $399, though Costco had it in December for $50 less. You may still find it available in a few places. The other decision you're going to face is how to handle the photos in portrait orientation. If you don't crop into a 4 to 3 ratio, there will be black bars on the left and right sides. I find that preferable to cropping sometimes.
