Of course there is: design your video so important features
stay within the Title Safe and Action Safe zones.

For example, to keep titles in Title Safe, disable
(uncheck) QT margins in iMovie.

You can also use a third party plug-in to scale your movie
smaller, but the results may not produce what you'd like
to see.
