Importing format(s)

Since i'm having 8mm films (16fps) transferred into NTSC format 
(30fps), wouldn't there be a resulting flicker? How do i get around 
this? Or am i stuck with it? I'm farming this out to a place here in 
MD, what would i ask them to do differently to avoid this?

Also, the place where i'm having the work done can have it output to 
DVD, DVCAM, etc. Ultimately, i want to import the footage into FCP. 
Is there any format/disk i can have this put into so i can import it 
into FCP without having to use an external camera or some other play 
back device?
