In  short ,NO.
Even putting aside the fact that one is digital and one analog, and 
assuming that
you have nice clean S-VHS, DV (firewire) still has more resolution.
Now on the other hand,  well made S-VHS, S video made with a good 
3-chip camera can look better than shoddy one-chip DV.
