I used an outfit right outside of DC called Colorlab, in Bethesda, MD. http://www.colorlab.com/ They did an aMAZing job, including color correction, brightness, etc. The resulting DVD looks better than the original film did. The cost was $1600 for 2 hours of film, but that goes up or down depending upon how many scenes there are (they color correct at the beginning of each scene, so if your film has a lot of cuts, it's going to be pricier). They also clean and restore the film itself.
