You could try Boris.
You could look at LiveType.
You could (presuming that you want the letters to move independently)
arrange the metallic letters in layers in Photoshop and the would 
import as each a track in FCP.
You could try LightWave.
Or After Effects.
There are many options and copying and pasting each individual letter 
is rarely an option that I would consider.
