[MV] Anybody tried the new Dictate Update?

I have installed it and got excellent recognition accuracy initially, but also a lot of strange behaviors, including:
 - Microphone not responding intermittently - no color in the signal strength bar, no response, nothing.
 - Long latency (like 30 seconds or more) between dictating and text appearing.
 - Recognition window does not open automatically as it used to, and I can't find where to ask it to open.
 - Inability to quit Dictate or to quit some other applications.
 - Loss of the icons that previously appeared in front of the active window when Apple-tabbing between applications.

After a restart, the issues within Dictate persisted, but those involving other Apps did not.
