Interesting -- I just began having the "buggy trackpad" problem two days ago, and on thinking about it after seeing your post, realized my TiBook had been in the cold most of the day just before the problem had occurred. I wouldn't have made the connection until reading your post; I had also just installed the latest security update from Apple (for OS X 10.2.2), and thought perhaps that caused the problem in some way. One caveat to anyone else having this problem -- while resetting the Power Manager solved my buggy trackpad problem, too, it seemed to cause another: I couldn't keep the TiBook/400 running after putting it to sleep, and even gentle handling would sometimes cause the TiBook to suddenly shut down most ungracefully, losing anything not saved and taking more than 10 minutes to start up again (lots of disk activity). It turns out that when I reset the Power Manager (by shutting down, then pressing the reset button, waiting five seconds, and restarting), the reset button got stuck in the down position. Once I discovered that and fiddled with the reset button again so that it popped back up, all was well again. Trackpad fixed, no unexpected shutdowns. Fortunately I still have a little bit of hair left to pull out at the next problem.
