I live in taipei,
there's many free dialup ISPs,
These ISP make profit via your telephone company, not you.
that is, you pay the phone fee,
ISP charges telephone company.

BTW, Taiwan is NOT part of China,
Taiwanese speaks chinese indeed,
but this don't make taiwanese chineses,
just like Austrilians or Americans speaks English,too.
Taiwan is a lovely place, not like china:)
