I doubt this:

	PST = UTC - 8
	CET = UTC + 1

Hence

	CET = PST + 8 + 1 = PST + 9

You can also try the time zone tab in System Preferences -> Date & 
Time. It shows right now 12:56 CET and if I put it to Los Angeles it 
shows 3:56 PST which is a difference of nine hours.
