CMOS is already the most efficient solid-state circuit technology. It draws 
no current of any substance until it switches state from 0 -> 1 or 1 -> 0. 
What we need is better software and compilers that are optimized to run 
instructions and data streams that group all the 0 states and 1 states 
together better so the circuitry doesn't have to toggle back and forth so 
much.

That already exists. It's called Ohm's law.  I = V/R

Still working on getting the liquid hydrogen tanks, pumps and piping system 
to fit inside a one-inch high box and keep it under 10 pounds.
