Airport WDS

I¹ve added a second base station but cannot get past it to the internet.  I
have entered the remote wds ID in the main  and the main ID in the remote.
I can see the remote but it doesn¹t let me get through to the internet.  Any
ideas?  
I have tried setting it back to factory settings.  I have tried to unplug
the power.  It¹s like it has an IP address that it won¹t let go of.  I tried
to set the IP manually but it said that 10.0.1.1 was reserved for use by the
existing network.  
As usual I am going nuts trying to get Apple stuff to work.  It shouldn¹t be
this difficult.
