The list seems in sore need of a reminder, thus it was directed to the
list.

As was done when the list was created.  The owner/moderator's job is
to corral those who stray too far and/or repeatedly from this scope.
It is not the owner/moderator's job to constantly redefine it because
people feel the need to push boundaries already defined.  It is the
poster's responsibility to respect those boundaries.
