You want to open (with TextEdit or BBEdit) the file:
/Users/<yourname>/Library/Preferences/com.apple.bezelservice.plist
Near the bottom you'll see:
	<key>kHWMax</key>
	<real>1</real>
	<key>kHWMin</key>
	<real>(a number less than 1)</real>

set the last variable to 1 (as opposed to whatever number is there 
now), save the file, and it will always go to max brightness.
