Your Startup Disk is set to Network Startup.  Go to System Preferences and
choose Startup Disk, then select your hard disk (and system version, if you
have the capability to startup in Mac OS 9).

Since you say your problems started after you installed System Optimizer, I
would tend to suspect that.  I would uninstall it, and run a Repair Disk
Permissions.

I don't know, can you? ;-)

Seriously, I pretty much never shut down my machine any more.  I carry the
machine around to meeting rooms and travel with the machine in the case with
the machine only in sleep mode.
