No, that's not normal in most cases.  Sounds to me like your computer 
is probably looking for a NetBoot server.  Go into System Preferences 
-> Startup Disk and choose your OS X volume.  It shouldn't sit at 
either of those icons any more, and boot much faster.
As for the modem problem, are you using different modem scripts for 
each one?  Check the Modem pane of the Internal Modem section of the 
Network preferences.  Also, try deleting the problematic setup, and 
create a new one.
And yes, you can walk with the PowerBook in sleep.  The only thing that 
is still on is the RAM, which has no moving parts.  You should take 
care to ensure that it is actually asleep, especially if you put it in 
a bag.  It is possible to bump the latch button while in a bag and open 
the computer up enough to wake it.  The computer can then overheat 
fairly easily.  But this isn't something that happens particularly 
often; just make sure the sleep light is on before putting the computer 
in an enclosed area.
